Also, I doubt but are there any measures u cna take to a avoid theft? Or the fact that theyw ould need the tool to undo the locking nut would be deterent enough.
But as always if someone wnats something bad enough and puts in the work they will take it, nomatter what it is!

going by the description it sounds like it would be illegal - it sounds a lot like a bolt-on spacer/PCD changer (which are illegal).
chances of someone actually having the tool on them to nick those is buggerall

Knock off hubs used to be legal, and they are the same principle as far as the wheel fitting goes, but you would need to get a hub made up with the correct fitting, cos as draven said, the mounting described sounds similar to spacers, which are illegal.
