Whats needed for RWC on celica/3s-gte convert

hey guys,
i was gunna sell my celica and 3s-gte so to get a S13 but it looks no one wants either one and i wouldn't get the money i want for a S13 with what i could sell it all for so it looks im just gunna do the convert and have some fun then sell it as everyone wants a already converted celica 
so what things should i get kicked over while it gets done so to get a good clean RWC to sell it later?

im installing the Grp A 3s-gte engine i have into my celica,
i heard somewhere that you need to do a few little things to the engine so to get a enginers cert, so you can get the Road worthy, so to regester it in a new name when it sell it when im ready!

 How about spark plugs? I heard somewhere that 3SGTE spark plugs sometimes wear out?

lol well i was gunna do the whole timing belt and bearings(look pretty new anyways) oil, oil filter, belts, hoses and such, like your general matenance repairs before install, but ive heard somthing like your cat has to be checked and such, ive also been told by the dude at the local autobahn (you cant really trust a guy that put $80k into hyundai ) that being a straight fit swap that you dont need the mod plates, even with the turbo but i just wanna make sure, i dont want a cop magnet so yeah

I'd choose my informants with incredible vigilance.
The last word is your local RTA. The dude that spends 80K on a hyundai won't cop your fines/criminal sentences if you f**k up and find the car isn't legal.

lol yeah thats why i asked, i know many are wise in the ways of rules and compliances and such (as we've all had our fair share of crap with it )
