Cant get full throttle

Hi
i have mounted 2t-b cars on my 2t now, but i have a annoying problem, or at least i think its a problem.
no matter how i adjust the rods for the gas pedal, i cant get the carbs to open max. if i flor the pedal, and goes to the carbs and use my hands on the throttle regulator (i dont remember what its called in english) i can force them to open another 10% or so, but this last bit it seems rather heavy to get them to open too, so im thinking maybe they never been made to open this far under regular use.
is this normal? or should the carbs open max no matter what?
like it is now, i would say the shields inside the carbs are80% straight up and down at flored pedal

No it's not normal. Full throttle should open the butterflies 100%, so they're at right angles to the throat of the carbie. Something is wrong with your linkages, but without being able to see it I can't tell you what it is.
