I am no paint expert but it is useful to know that normal acrylic auto paint can be used on a plastic surface after priming with a "plastic primer" have used it on the dirt bikes over the years, works well.
also i believe if the surface is flexible or likely to flex paint can be mixed with a plasticizer [hows it spelt] included to allow some flex in the paint finish without cracking so easily.
Phone the kit seller\installers for advice on what they use might be the go.I asked them how they attach bonnet grilles, scoops etc and was informed Sikaflex automotive sealant\adhesive.Stuff needs to remain clamped for 24 hours but certainly does the job.
Good luck!

Either would do the job fine, consider 2 pac will dry harder, so is more likely to crack, and chip badly.
If it was me I'd probably lean towards acrylic.
Ratios you'd be generally be looking at about 1.5:1 (thinners:paint). Which is 1.5 litres of thinners to every litre of paint.
Normal primer should do the job fine, but tell him to watch out for static when he goes to paint since they're likely to be plastic/fibreglass panels.

Static as in electricity, as is the regular result of rubbing fabric against plastics or fibreglass.
As for your thread title, I'd prefer to paint with enamel than a bumper bar. May just be me, but I can't really see the bumper bar doing as good a spray job as the enamel really.

prep is important so sand the surface with 400 grit sand paper then spray on plastic prime (making sure surface is completly clean before spraying, sand again with 400 then 800, clean again.
for finish coat i would recomend 2 pac, dries harder as previosly stated and i believe is actually stronger than acrylic, talk to paint store about mixing as it can vary with diferent products, 2 pac takes alittle longer to tack off which means its easier to keep a wet edge when spraying, prob only need two coats, possibly with a light 800 sand in between.
being 2 pac no clear required, makes it a bit more easy.

2 pac is better left to the pros, to get proper results you need an oven to bake the paint in after applying it.. plus icocyanates are bad and it's likely illegal to apply it at home

dont know about illegal, but definatly true about baking it, but thats the difference between getting it profesionaly done or saving some money and doing it your self,
As long as you do it in a fairly dust free environment it should come out fine,
as for buying it look in the phone book dude.
automotive paint, let your fingers do the walking
