Download a program called DAEMON Tools. With this program you can virtually mount the .bin file as a drive. So it looks like you have inserted a cd with the image burnt to it. Then you just use your favorite program to view the video.

.bin is an extension for CDs/DVDs. You're meant to burn them onto CD/DVD. What Daemon Tools does is create a 'virtual drive'. It creates an extra CD drive on your computer and then mounts the .bin or any other CD extension to that fake 'virtual drive'. You can then go to My Computer and double-click the drive like you would double click your CD drive to find out what's inside.

To burn a bin file in Nero, you need an associated cue file. A cue file is a small text file that includes some basic header information. You can generate them by hand, or simply use a program like Bin2ISO to make an ISO to burn with Nero. (I've not actually used bin2ISO, but apparently it works.)

winISO also works well for converting bin files to ISO files.
you can then use nero to burn it on a dvd/cd

You need the .cue that accompanies the .bin -- if you don't have it either create one using what people have already said here or:
Load the .bin through daemon tools.
> Right click on the Daemon-Tools icon in the taskbar
> Virtual CD/DVD Rom
> Device 0 [G:]
> Mount Image
Find the .bin file
Now go to My Computer and it will have created a drive with the next available drive letter. (eg. if the last drive letter you have in alphabetical order is F, you will now have a G drive).
So open that drive and inside you should see a .mpg or.avi or whatever and maybe other miscellaneous files.
Create a folder somewhere (anywhere) and name it movie.
Now highlight everything and drag it over to the new folder that you've created (movie).
Now you have a copy on your hard drive of what was in the .bin file. Now if you want to burn it just select everything inside the movie folder when you run nero.

You don't NEED a .cue file. just when you select Burn Image change the "files of type" to all files, look for your bin file, then select raw data. assuming everythings ok with the file in the first place it shouldn't have any problems.
