Its an old fashioned mechanical trip meter used for rallying.
It has 2 odometers that can be reset individually by the navigator to give cumulative and intermediate distances during a rally stage.
They are driven by a cable T'd off the speedo cable and have replacable gears inside so you can "tune" it to the diff ratio and tyre size on your car.
They are now superceded by electronic trip meters such as Terratrips, but some historic rally associations stipulate that you must use one of these old style mechanical units.
