Do you mean the engine revs are at 4000rpm?
Or do you mean the engine wont rev past 4000rpm?

Yea as soom as she fires up the revs will go right up to 4,000 rpm,its as though shes got a major air leak some where, but iv checked everywhere, even taken the hose of the air valve under the phenum chamber and made sure she isnt bypassing the throttle body, just wondering are the injectors supposed to have a resistor in line with them,iv tested the injectors and theyre defintly low inpedence (round 2 ohms)

Yeah sounds like a big air leak.. I doubt the injectors are going to be causing that.. If too much fuel, would just flood and run like shit.
For an engine to rev high, it needs air and fuel.. So air getting in somewhere!
Check around the idle up valve.
