Strange coil voltage readings at ignition coil ?

A)
Before cranking, with key in 'ON' position, I got a reading of :
6,6 Volts
B) After cranking, engine running :
9,8 Volts
C) Without the ballast resistor, this would have been:
13,5 Volts
I find it strange that the voltage at the coil in the 'ON' position is only a bit more than 6 Volts ?
I would expect the same voltage reading than when the engine is running (9,8 Volts).
Is there something wrong here ? Can somebody explain what is happening here, please ? I'm confused . . .

Well, I didn't check that as I cannot crank the engine over and do a reading at the same time, the digital meter has no clamps to put on the coil.
But I guess when starting the ballast resistor is bypassed, giving the coil about 10 to 12 volts (taking the drain from the starter into account).

4-5V drop of ballast resistor,
11.5V battery,
14.5 or so with alternator... sounds about right...
what abouton the other side of the ballast resistor??
