Bel Garage has a handful of mechanics who "knows" about AE86's.
Unless you mean by "best" you mean the cheapest, someone that will charge you relatively zero labour, even come to your house and knows a squat load about AE86's, don't bother.

AE86's aren't any different from any other car. Not like you really need a 'ae86 specalist'. Just need a good competent mechanic (which are limited these days).

for some reason everyone thinks their car is unique and requires a specialist. problem is anyone can start a workshop and call it a performance shop or whatever and charge you for their supposed expertise. any half arsed mechanic would have no problems with a sprinter, they are about as basic as they come.
