If it's an NTFS volume you can use the security settings combined with user accounts to restrict access to the (or any) folder.
What exactly do you want to do, and what are you trying to prevent/achieve by doing so?

Windows sux and its not a true multiuser environment.
For this reason I dont have multi users setup.
I just want to restrict access to folders or even a drive so that people cannot see my important/secret documents!

Do things properly... put them on a linux/other operating system box and restrict access to them that way.. or use another OS
More seriously though, you could go third party, and windows may not be a "true" multiuser environment (though that doesn't really relate to the security side of things imho), but it will still do what you want by simply adding a username, and restricting access to said folders or drives using NTFS permissions.
I may sound like a windows advocate here, but personally I can't see the point in using third party software to do something which the OS can do natively - that's just me. I manage large (500+ user) networks which are secured by NTFS permissions, granted it's a domain environment but security principles are the same on a standalone machine. That said I by no means prefer windows, but in your situation it seems you're stuck with it.
Depends how badly you don't want your data being seen, I guess.

This is a laptop that normally no one else will be using but on some occasions other people do get there hands on it.
I also manage a large computer network of more than a thousand users across the world. For this reason I can see the point of using third party software over native windows rubbish.
The only Microsoft software we run is we really really have to is windows its self. browsers and email clients are anything other than Microsoft.

Anyway, you're entitled to your opinion, and ours differ. I just can't understand (or see) the reasoning behind yours. Obviously you want a third party suggestion - something which I can't offer.

put linux on it and have different logins, put the stuff you dont want to share in your own user directory with rwx permissions for you (the owner) only. If you want office-type applications, install Open Office - is just like MsOffice but better.
Failing that, make sure the filesystem is NTFS and that you have have multiple logins - or at least one for you with a password and a guest one with no password (for the knobs who share the computer)

I dont want to dual boot between linux and winblows.
I have to have windows run programming software.
And multi users wont work cause I dont share the laptop. People just use it some times while i'm not looking, so this approach wont work.
