Industry standard or not, about half the people who view web pages run 800x600.
If you don't cater for them, fine, but you'll be pissing off half the people who come to your site.
I know it's a PITA, but that's what you've gotta do.
And Paul, that's not as easy as it sounds. And you'll have to make changes to twice as many files if anything changes...
It's possible, but why not just design your website so that it works on anything from 800x600 and up?

I can make it to suit 800x600, I originally made it that way, but it was pissing me off royally because it was hard to fit the design the people suggested to me into that size.

Yeah, 800x600 is really bad. But it's always like that.
640x480 used to be bad. Real bad.
And in a couple of years time, 1024x768 will be a PITA to code to...
That's just life.

It depends on your target audience.
If you are dealing with a client base that is more likely to have 1024 x 768 then it may be in your best interests to pitch the site at them.
I design for 800x600 but I am do sites that are more utility than glamor.
Just make sure you don't put anything that is overly important down the right hand side of the page. Arrange things so that 800x people will see part of it and if they are interested they will scroll their browser windows to see that information.
Allow the text to flow, but limit the size of any block to 500-600 px wide. Then your clients will not have to scroll left and right continuously to read it.
IMHO, and this is only my opinion, your site should be generic enough so that it can be viewed successfully in any up to date browser regardless of view port area and remember that their are disabled clients out there as well who will be looking for text.
