at idle, adjust the throttle butterly/linkages, to balance the vacuum between the carbs.

Get a piece of hose, shove it down each carb with the engine idling, and put your ear on the other end. Listen to the sucking sound, and use this to help adjust the throttle stops to be fairly even. You can then finish off with some clear hose, connected to the vacuum side between the carbs, with some water in it. Balance the water level.
Of course you'll probably get it just fine with 30 seconds and a screwdriver rather than all the messing around I suggested!

position the stethoscope/hose at the SAME position on each.
if this manifold has a small balance port between each carb and/or port, then the vacuum won't mean much because it'll always be equal, unless they're REALLY off.
