TA22 - Sill Panel Rust

All you early Celica owners will know about the rust in the sill panels (under the doors)...
Aside from bogging/cutting the rust out...how do you stop it coming back permanantly? Can you drill drain holes in the bottom of the sills to let the water out, and, if so, where? Then fill with fish oil and keep the rust away and the cats nearby?
Appreciate peoples thoughts/ideas
