It seems as though he has brought the AE86 over here for the purpose of selling it (ie. making money) so I guess that constitutes a commercial sale.

It doesn't matter if you're private or you work for a business. You still imported the car so you could sell it. Hence your aim purely was to make money so it's still a commercial sale.
PS. I'm pretty sure most people aren't going to buy a car from site unseen from someone who can't even correctly spell the name of the car.
