Brakes- RA23 vs RA28?

hi guys, i read a bout this ra23 in a mag and it said it had been 'upgraded' to ra28 brakes front and rear, are the brakes on the ra28 actually bigger and better? i thought they would have been the same?

Sure are the same, in fact same as RA40.
An upgrade from TA-22 to RA23/28 to be plausible if it was the case. So someone got there facts askew in that article.
