In 99% of cases the engine needs out for a metal head gasket in order to get the block surface 100% and usually you would do Valve stem seals and Timing belt and tensioners and seals etc so you would be running into $2000+ easily
But yes it could be a cheap car

my mate just bought the car in question on eBay with the head gasket problems... the dudes he bought it off was really good, he got the head gasket problems quoted for around $1000 and almost did the work by a guy who knows the engine and the car and my mate is welcome to use him.
The old owner even said to my mate that if he wanted the work done he can use the guy they got the quote from. He even said that cause my mate lives pretty far from the garage, which the old owner could organize getting the car picked up and dropped off for him.
Seems like a pretty good deal to me
I believe the original owner is an online car yard type of company and are going that extra step to make a good business out of himself..
