whats this thing on my throttle body?

ok its a 93 efi charade, when the throttle is in idle possition it pushes on a nut which is connected to some sort of a diaphram thing which on the top has some sort of filter, now what the hell is it? i can't see how its possible connected to anything so what on earth does it do, ?

All that does is when you give it a rev and backoff the throttle it slows the throttle from going straight back to normal idle .
( Scrap it )

it just had me confused how it had a bloody filter on top of it,
thanks guys, 
it will come off when the air box is removed to make way for my groupe A rally rampod
