18rgeu rebuild prices and advice

Ive just started gathering my stuff for a turbo rebuild and im after advice on the rebuild and the prices i got. Ive got my full gasket kit, and big end bearings and main bearings for $275. is that a good price? I got chrome molley rings to suit my 18rc pistons for $95. is that good?? To balance the engine should i get the crank done on its own or assemble it in the block and then get it balanced or do i also put the pistons in and get them all done at once?? Will lightening the flywheel make the turbo engine go better or worse or no difference? What sort of head work should i get done to it? valves, polish etc. Im also running the efi cams so should i just leave them as is or do anything to them. I want to build a engine that goes but that will also last. so i dont wanna go overboard if its gonna make the engine give out. When i tension the crank, pistons etc do i need to retension them at all. What about the head? some people say that with the new headgaskets now they dont need to be retensioned. Is that true? Any other advice would be great on this.
