 2TC carby problem

my 2TC's carby is playing up on me  .the secondary throat is not opening corectly i have checked the vaume actuator and it is working fine ive dismantled the carb and found a vacume line reading from the primary was blocked. its cleared now but the secondary still isnt working corectly  .ive wired it so it opens mecanically with over 50% throttle so i still have some power for normal driving.
