Honda Question....be gentle....

Hey guys I have a small question I think it's a reasonably general one...My mums Honda legend went in for a big 100,000km service. They gave it back with an awful shake in the engine right across the range, it turned out that it was the harmonic balancer, aka, crank pulley i think. Now they want to charge 500 bucks for the part, however I'm convinced these things dont just die, in fact, the part was so hard to get hold of it had to come from japan....So do you guys think a timing belt change can damage a harmonic balancer, or is this human error thats caused this error???
