2t-b wont idle

Hi
after i fitted and adjusted my two carbs on my 2t, i cant get it to idle.
it will idle at 1500rpms, but when it comes under that, it just dies.
i have not fitted airfilters yet, can this be the problem?
also when it revs, at a certain rpm it kinda stop up a bit, seems like it gets too much air and not enough gas, this seems to be when the 2nd sets of "shields" is opening up, but when it passes that rpm area it moves along just fine and rev up until the redline.
im also think this might be related to not having the airfilters fitted, but can anyone confirm this, or someone else have an idea of what might be wrong?
does anyone knows at what rpm it should idle? 7-800 or something?
